Description

Law n° 220 of 14 November 2016 “Disciplina del cinema e dell’audiovisivo” establishes the ‘Film and Audiovisual Fund’ aimed at funding works through tax credits, automatic contributions and selective contributions.

Selective contributions are granted by the DGCA of the Ministry of Culture for the writing, development, production and national distribution of Italian film and audiovisual works.

The budget intended for the production of films and audio-visual works, animation, documentaries, short films and videoclips amounts to €40,500,000, is allocated as follows:

  • Young writers, including works of research and training (CINEMA):
    € 6,000,000 | € 2,000,000 per session (max. 7 works per session, of which 2 are reserved for business networks and newly-created businesses);
  • Debut and second works, including works of research and training (CINEMA):
    € 6,900,000 | € 2,300,000 per session (max. 7 works per session, of which 2 are reserved for business networks and newly-created businesses);
  • Documentaries (cinema, television, web ):
    € 2,400,000 | € 800,000 per session (max. 11 works per session of which 15% is reserved for business networks and newly-created businesses);
  • Short films (cinema, television, web):
    € 900,000 | € 300,000 per session (max. 10 works per session of which 15% is reserved for business networks and newly-created businesses);
  • Animation (cinema, tv, web*):
    € 4,800,000 |€ 1,600,000 per session, with 20% (€ 320,000) reserved for business networks and newly-created businesses.
    *only if distributed through audio-visual media service providers on other supports;
  • Works of special artistic quality and ‘difficult’ films with modest financial resources or works of training and research (CINEMA)
    € 19,500,000 | € 6,500,000 per session.
  • For each session:
      • € 2,000,000 for ‘difficult’ films with modest financial resources including works of training and research (max. 5 works);
      • € 4,500,000 for Works of special artistic quality (max. 7)
        At least 2 works are reserved for business networks and newly-created businesses.

Requirements

  • Italian nationality must be requested
  • Minimum spend in the territory:

    160% of the grant attributed for Italy

  • Italian nationality has been requested;
  • For co-productions, co-participations, international productions, the Italian businesses must retain no less than 20% of the rights, or no less than 10% if more than 2 countries are involved;
  • Headquarters in the European Economic Area;
  • Fiscal residency in Italy;
  • Unqualifiable as a non-European business;
  • Qualifiable as an independent producer;
  • Ateco 59.11 code and inscription in Italy’s corporate registry, Registro delle imprese;
  • Possession of the rights to creatively develop the story, treatment or other artistic material.

Payment schedule

The grant may be requested as follows:

  • The beneficiary may submit a request for a 50% advance, on submission of the correct paperwork; the request may be advanced no earlier than 60 days before the start of principal photography and no later than 12 months following the published list of awarded grants;
  • Within 90 days, DGCA disburses the advance;
  • Within 30 days of disbursement of the advance, the beneficiary must present proof of payment for the amounts owed to the writers of story and screenplay;
  • Within 24 months from the published results (36 for animated works), the business must present the final request for the grant, with the correct paperwork;
  • Within 90 days, DGCA disburses the balance of the grant.

Alternatively:

  • Within 24 months from the grant awards (36 for animated works), the beneficiary requests the entire grant, presenting the correct paperwork;
  • Within 90 days, DGCA disburses the sum.
