Description

The call for proposals from the Regione Piemonte is aimed at small and medium sized businesses in order to develop the audio-visual, film and television production industry in the region.

The call supports businesses working in the audio-visual, film and television production industry with the aim of attracting and increasing investment to function as an economic multiplier and promote employment through:

  • The creation of new businesses in the region;
  • The consolidation of regional business investment (in new productions) by making the available regional infrastructures more competitive and supporting their growth, thereby leading to full, qualified use.

Eligible projects are audio-visual works from the following categories:

  • Feature-length films, destined primarily for theatrical distribution;
  • Feature-length animated films (minimum 52 min. runtime), destined primarily for theatrical distribution;
  • Standalone works for television or web, destined primarily for TV broadcast, including SVOD;
  • Standalone animated works for television or web (minimum 24 min. runtime) destined primarily for TV broadcast, including SVOD;
  • Series for television or web, destined primarily at television broadcast, including SVOD;
  • Animated series for television or web (minimum 24 min. runtime) destined primarily for TV broadcast, including SVOD.

Requirements

  • Must be registered in the Registro Cinematografico delle Imprese (Film Companies Register)
  • Minimum spend in the territory:

    50%

  • Minimum working days on the territory:

    10

  • applicants must be small–medium sized businesses established 24 (min) months previously, having registered 2 annual balance sheets
  • applicants must have an active office (or open one) in the region
  • the work must have cultural value as indicated in the grant outlines.

At the date of submission, the project must have the following requisites:

  • financing for 30% (min.) of the cost to produce the work;
  • a distribution contract, deal memo or distribution commitment letter or a pre-acquisition or coproduction or activation contract with a broadcaster or SVOD or VOD platform;
  • the max of controlled costs to be spent in Italy does not total more than 80% of the total production budget;
  • a production plan that includes:
    • for live action, 10 (minimum) days shoot in Piedmont;
    • for animation, one of the following in Piedmont:
      1. design/model pack of the feature-length film or design/model pack of 20% (minimum) of the series episodes;
      2. storyboard of 20% (minimum) of the feature-length film as calculated in minutes or 20% (minimum) of the series episodes;
      3. animation of 20% (minimum) of the feature-length film as calculated in minutes or 20% (minimum) of the series episodes;
      4. lighting and/or rendering and/or compositing and/or color correction of 20% (minimum) of the feature-length film as calculated in minutes or 20% (minimum) of the series episodes.

Payment schedule

The grant is paid to the beneficiaries in the following ways.

  • in one single payment following the presentation of the final report, without prejudice to the positive outcome of the first-level controls carried out by the competent offices 
  • in two payments, as follows:
    • a first payment of an advance equal to 40% of the amount granted, subject to the presentation, within 60 days of the notice awarding the grant, of a formal request and bank guarantee or an irrevocable insurance policy for the amount corresponding to the advance requested;
    • a second payment of the balance of the grant upon presentation of the final report.

Notes

Applications must be submitted using the digital module at “FINanziamenti DOMande” (FINDOM).

Successful projects must be completed within 18 months from the date when funding is granted (30 month for animation projects).
