Description

Lazio Cinema Lab is the Regione Lazio policy devised to strengthen and improve the competitiveness of Small Medium Enterprises in Lazio involved in film production.

To this end, the Regione Lazio facilitates the production, by local independent producers (SMEs based in Lazio) of films focusing on certain themes with international scope that can guarantee a certain number of spectators in cinemas and participate in festivals. In particular, with the present announcement, the Regione Lazio intends to promote films that focus on the following themes: Emotional education, History, Well-being, Tourism.

Requirements

The only works eligible for the grant are feature-length Films, with the following characteristics:

  • schedule and spend Eligible Costs in the territory for an amount no less than 50% of the Direct Eligible Costs;
  • Have obtained the tax credit for the production of cinematographic works (as per Article 15 of the Cinema Law) and, consequently, have recognized Italian nationality (as per Prime Ministerial Decree of 11 July 2017) and classification of "cultural product" (as per art. 54 (2) of the RGE (so-called "cultural eligibility" within the scope of the subsidies for audiovisual works under the jurisdiction of the Ministry of Culture - MIC));
  • the request for tax credit eligibility must be submitted by the application date. The Application will only be admissible complete with the requirements for access to the tax credit for film production as per Article 15 of Legge Cinema;
  • have a total production cost of between €2,500,000 and € 5,000,000, demonstrated in the documentation produced for obtaining the tax credit for the production of films pursuant to Article 15 of the Cinema Law (without taking into account, among other things, the lower personnel costs resulting from the application of the standard hourly costs);
  • schedule the distribution of the film in at least three cinemas in Lazio outside the area of Roma Capital, guaranteeing the participation of the director or (minimum) one lead actor at the first night.

BENEFICIARIES

Beneficiaries must be in possession of the requirements for film production tax credit established by Article 15 of the Legge Cinema from the date of application until the end date, as local independent producers of the film, which includes:

  • possession of ATECO J.59.11 classification. If the classification is not recorded in the Italian Company Register by the application date, completion of the commitment deed will be subject to that;
  • registration in the Italian Company Register, the permanent branch of a foreign company is also eligible;
  • be a SME from the application date to the grant date;
  • not registered as a company in difficulty from the application date to the grant date;
  • own one or more operative office(s) in the Lazio region from the date of the first request for disbursement to disbursement of the balance.

Payment schedule

Disbursement is as follows:

  • a mandatory advance to be requested within 10 months from the Grant Date, of 40% of the grant, upon presentation of a guarantee for the amount (this is not necessary when the Beneficiary requests the balance at the same time);
  • the balance, to be requested within 30 days following the presentation of the final tax credit request (for production of cinematographic works pursuant to art. 15 of the Legge Cinema) within 18 months from the Grant Date. For animation, this deadline is 30 months.
