Description

Law n° 220 of 14 November 2016 “Disciplina del cinema e dell’audiovisivo” establishes the ‘Film and Audiovisual Fund’ aimed at funding works through tax credits, automatic contributions and selective contributions.

Selective contributions are granted by the DGCA of the Ministry of Culture for the writing, development, production and national distribution of Italian film and audiovisual works.

The budget intended for the production of films and audio-visual works, animation, documentaries, short films and videoclips amounts to €48,600,000, is allocated as follows:

  1. Feature-length films by young talent:  €7,800,000, in two valuation sessions, each disbursing €3,900,000. Each session will disburse contributions to a maximum of 13 works;
  2. Feature-length films, debut or second works:  €7,500,000, in two valuation sessions, each disbursing €3,750,000. Each session will disburse contributions to a maximum of 12 works;
  3. Documentaries destined for theatrical, television or internet distribution: € 3,600,000 in two valuation sessions, each disbursing €1,800,000. Each session will disburse contributions to a maximum of 24 works;
  4. Short films destined for theatrical, television or internet distribution:  € 900,000 in two valuation sessions, each disbursing € 450,000. Each session will disburse contributions to a maximum of 15 works;
  5. Animated works for theatrical, television or internet distribution: € 4,800,000, in two valuation sessions, each disbursing € 2,400,000;
  6. Films about people or events key to Italy’s national identity: € 21,000,000 in two valuation sessions, each disbursing € 10,500,000;
  7. Documentaries for theatrical, television or internet distribution about people or events key to Italy’s national identity: € 3,000,000 in two valuation sessions, each disbursing € 1,500,000.

Requirements

  • Italian nationality must be requested
  • Minimum spend in the territory:

    160% of the grant attributed for Italy

  • For co-productions, co-participations, international productions, the Italian businesses must retain no less than 20% of the rights, or no less than 10% if more than 2 countries are involved;
  • Headquarters in the European Economic Area;
  • Fiscal residency in Italy;
  • Unqualifiable as a non-European business;
  • Qualifiable as an independent producer;
  • Ateco 59.11 code and inscription in Italy’s corporate registry, Registro delle imprese;
  • Possession of the rights to creatively develop the story, treatment or other artistic material.

Payment schedule

The grant may be requested as follows:

  • The beneficiary may submit a request for a 50% advance, on submission of the correct paperwork; the request may be advanced no earlier than 90 days before the start of principal photography and no later than 12 months following the published list of awarded grants;
  • Within 90 days, DGCA disburses the advance;
  • Within 30 days of disbursement of the advance, the beneficiary must present proof of payment for the amounts owed to the writers of story and screenplay;
  • Within 24 months from the published results (36 for animated works), the business must present the final request for the grant, with the correct paperwork;
  • Within 90 days, DGCA disburses the balance of the grant.
