Description

The Region of Emilia-Romagna recognises the film and audio-visual industry as a strategic factor in the economic, cultural and touristic development of the territory, capable of promoting identity and social cohesion, generating internal economic impact, stimulating the growth of employment and supporting tourism in the territory. To this end it intends to support the production of films and cultural audio-visual projects in Emilia-Romagna that contribute to the development of the regional industry and enhance the professional standards of its various components.

The present call aims at film, television and audio-visual production companies based in Emilia-Romagna.

Requirements

  • Production start date must be given
  • Minimum spend in the territory:
    • 30% of total production
    • 20% for international co-production
    • 15% for productions using only animation techniques

The beneficiaries must have been headquartered legally (or operationally for at least 12 months) in Emilia-Romagna and fulfil one of the following criteria:

  1. The sole producer;
  2. Co-producer with a majority stake in the project being presented;
  3. Producer delegated to apply for the contribution as designated by the other co-producer(s) when all have equal stakes;
  4. Executive producer of the project;
  5. Minority co-producer when there are multiple international producers.

Payment schedule

  1. Within 90 days from the application deadline, the Giunta Regionale will move forward with:
    1. Approval of the ranked application results, comprising both those financed and – potentially – those not financed because the funds have been finished;
    2. Quantification of the grants attributed to the projects whose applications have been successful;
    3. Approval of the (potential) list of projects whose applications have been rejected, with explanation for their exclusion.
  2. The grants – outlined in the call, within the bounds of budget availability – are assigned according to the ranked results of successful applications.
  3. The ranked results will be posted on the Region website https://cinema.emiliaromagnacultura.it & http://fesr.regione.emilia-romagna.it/ & communicated through the SFINGE2020 interface to applicants. 
  4. The successive RUP act will provide for grant disbursement and the undertaking of spend, following the limits of the budget.

The Regional grant will be disbursed as follows:

  • Progress disbursement: 
    • Beneficiaries may present a partial accounting report on reaching 50% (minimum) of the eligible expenses presented in the application and subsequently made;
    • Request for a progress disbursement is optional, it can be requested once during the project lifetime, through the SFINGE2020 interface, exclusively between 1 March and 30 April 2025;
    • The request must comprise a detailed report on the project; financial report of the project with financial guarantee for the costs; analytical accounting report of the eligible expenses; copy of the receipts, invoice and paperwork for eligible expenses.
  • Balance and final report:
    • The financial report on completion of the activities necessary for the production of the sample copy and of the expenses made between 31 December 2025 (or 31 December 2026 for animation projects only) must be presented through the SFINGE2020 interface; the deadline may vary when an extension is granted;
    • The presentation must comprise a detailed report of the project with shooting schedule and updates on distribution and marketing; financial report of the project with financial guarantee for the costs; analytical accounting report of the eligible expenses; copy of the receipts, invoice and paperwork for eligible expenses.
    • The final accounting report may be submitted exclusively through the SFINGE2020 interface, during these time frames:
      • 1 March to 30 September 2025, for all financed projects;
      • 1 March to 30 September 2026, for financed projects with extensions and for animation projects;
      • 1 February to 30 September 2027, for financed animation projects alone, and those with extensions.

Notes

Activities in the region may not begin before 1 January 2024, penalty is revocation of the grant.

The project must be completed by 31 December 2025, except when extensions are granted.

Productions using only animation techniques must be completed by 31 December 2026, except when extensions are granted.

Grant applications may be compiled, validated and submitted to the Regione only through the internet interface SFINGE2020.
