Description

The Region of Emilia-Romagna recognises the film and audio-visual industry as a strategic factor in the economic, cultural and touristic development of the territory, capable of promoting identity and social cohesion, generating internal economic impact, stimulating the growth of employment and supporting tourism in the territory. To this end, through the establishment of the Fondo per l'audiovisivo outlined in Art. 10 of the L.R. of 23 July 2014, n. 20, it intends to support the production of films and cultural audio-visual projects in Emilia-Romagna that contribute to the development of the regional industry and enhance the professional standards of its various components.

The call aimed at domestic and international production companies has two sections catering for distinct types of projects with specific application, contribution level and evaluation requirements:

SECTION A – Projects of great significance for the promotion of film culture which meet the required standards of quality and economic impact on the industry:

  1. Films with narrative content (longer than 52 minutes), i.e., works primarily destined for theatrical release;
  2. Works for television with narrative content, i.e., films (over 52 minutes long) or series (at least two episodes with an overall length of 90 minutes or longer) destined primarily for distribution through a television broadcaster.

SECTION B

  1. Films with narrative content (longer than 52 minutes), i.e., works primarily destined for theatrical release;
  2. Works for television with narrative content, i.e., films (over 52 minutes long) or series (at least two episodes with an overall length of 90 minutes or longer) destined primarily for distribution through a television broadcaster;
  3. Web projects of narrative content, i.e., destined for distribution through suppliers of audio-visual media services (over 52 minutes in length);
  4. Documentaries, or documentary series.

A company may present a single application at each of the two evaluation sessions scheduled in 2022.

Maximum contribution

SECTION A: €250,000

SECTION B:

  • Feature films, TV works: €150,000
  • Documentary: €50,000
  • Web-series: €25,000

Maximum quota on cost

SECTION B

  • 40% to 60% of eligible expenses incurred in the “staff” cost centre;
  • 30% to 50% of eligible expenses incurred in the cost centre of “goods, services and professionals”;
  • 50 to 70% of eligible expenses incurred for soundtrack production costs.

Type of contribution

  • Non-repayable grants

Requirements

The beneficiaries must be Italian, European and non-European companies and fulfil one of the following criteria:

  1. The sole producer;
  2. Co-producer with a majority stake in the project being presented;
  3. Producer delegated to apply for the contribution as designated by the other co-producer(s) when all have equal stakes;
  4. Executive producer of the project.

In the cases of clauses b., c., d. eligibility must be proved by presentation of the contract, deal memo or letter of engagement with the principal producer attached to the application.  In any case, the applicant must present the contract signed by the partners to the Regione within 60 days of the application deadline.

SECTION A

Works must meet all the following requisites:

  1. an overall production cost of €4,000,000 or above;
  2. eligible expenses of €1,000,000 or above to be spent in the regional territory;
  3. Emilia-Romagna as a historical / geographical setting with biographical / narrative references.

SECTION B

Projects with eligible expenses of €30,000 or less will not be accepted.

REQUIREMENTS IN THE TERRITORY

SECTION A

  • Schedule a spend of eligible costs in the Region of €1,000,000 (minimum)

SECTION B

Works for CINEMA and TELEVISION

  • Must spend at least 6 shoot days in the territory of the Region of Emilia-Romagna and meet one of the following criteria:
    1. Spend at least 30% of total shoot days in the territory of Emilia-Romagna;
    2. Spend at least 30% of the estimated production costs in the territory of Emilia-Romagna.
  • The minimum percentage is reduced to 20% for projects using a “music author” resident in Emilia-Romagna 
  • Projects that spend at least 18 shoot days in the region are exempt from the criteria.
  • Projects that spend only 6 shoot days, without meeting the territorial requirements described above may access a reduced grant of €70,000.

Works for Internet and Documentaries

  • Must either spend no less than 30% of total shoot days or at least 30% of the estimated production costs in the territory of Emilia-Romagna;
  • The minimum percentage is reduced to 20% for projects using a “music author” resident in Emilia-Romagna-

Payment schedule

To receive the grant from the Region, the beneficiary must request disbursement through the Sib@c platform, according to the following calendar:

  1. part payment – for an initial phase of activity up to 31/12/24, relative to the first year of work and proportionate to different types of expenses, supported by relevant statements and accounting. The request must be made through the platform by 31/1/25; for projects in Section A) this part payment will be calculated by recognizing 30% of the expenses borne (instead of proportionate to the different type of expense) and will not exceed €150k.
  2. Balance from January 2025 when the project has been completed, on presentation of the final accounting reports.

Notes

The start date for activity in the regional territory must take place following the date of application for the contribution and, in any case, during 2024.

The deadline for the conclusion of the project is 31 December 2024, unless an extension is granted.

Formal communication of the start and conclusion of activities, signed by the legal representative, must be submitted according to the calendar reported on the Sib@c platform.

Schedule of activities:

  • Projects presented in either session of the current call must schedule part of their activities (70/90%) in the region during 2024 and the remainder in 2025.
